Indiana's Urban Enterprise Zone Program provides incentives for businesses to locate or expand in distressed and blighted areas, including former industrial and manufacturing areas that have gone through a protracted period of decline. South Bend's Urban Enterprise Zone is a 3.8 square mile area on the West Side. It includes the Sample Street corridor, a significant portion of the Western Avenue corridor, the area along Linden from Olive to Sheridan, a section of the Rum Village area and LaSalle Square. It was first designated an Indiana Enterprise Zone in 1984 and redesignated for an additional ten year period in 2004.
The Urban Enterprise Association of South Bend Inc. oversees the Zone and its programs. According to the City of South Bend's website, the mission of the UEA is to:
"1. Increase the number of jobs in the Zone by retention and expansion of existing businesses, and attraction and development of new business; and
2. Improve the quality of life of zone residents, improve zone residents' employability, and fill zone jobs with zone residents."
